Can a building be a cemetery?

Underneath the Berliner Dom is the crypt of the Hohenzollern dynasty. Here there are a large assortment of tombs (sadly many are very small due to little knowledge about how to treat sick children.) The coffins are technically beneath the ground, but everything is very clean and sterile in the crypt. The walls are painted white and there is a marble floor. It is as if everyone is just napping in their private chamber. When visiting the Dom, you exit through the basement, so daily many tourists use this underground passage and walk passed the deceased.
